Purpose of Position

•Supports Plant HR Manager to ensure that the plant has the right number and type of talent to execute plant strategy and achieve desired business results;

•Ensures plant establishes and maintains a positive work environment and operates as “One Corning” in support of Corning’s values;

•Assists in achieving or beating budgetary objectives in support of top quartile performance objectives while maintaining appropriate levels of HR service delivery;

Day to Day Responsibility

•Takes ownership for specific HR initiatives that support the effective operations of OFC HN plant by developing and/or delivering HR programs (e.g., learning & development, communications, etc.)

•Tracks and documents employment issues and requests as required for procedural and legislative purposes

•Identifies employee value proposition issues affecting turnover and works with Plant HR Manager to identify actions for improvement

•Supports HR manager on plant people review, assist the actions on succession plan, talent development and retention.

•Ensures that the plant’s policies and other cultural publicity and relevant regulations can be effectively communicated and positively explained.

•Complies with local laws and regulations, be familiar with the procedures of local government dealing with employee relations, such as labor bureau, arbitration bureau, Personnel Bureau, etc.

•Provides professional suggestions or actions to business managers. Education & Experience •Bachelor’s degree in related field (Human Resources Management, Psychology, etc.).

Required Skills or Certification Required by Legal or QEHS:

Soft Skills: •At least 5 years of HR experience (generalist/specialist) or equivalent

•Successful track record of performance in Plant HR Specialist role

•Good oral English skills to express, understand and get understood smoothly, communicate clearly with different people in Written English •Knowledge of employment laws and policies

•Good teamwork, open minded, proper communication with different people •Good skills of problem solving, priority setting and strong sense of customer focus.

Desired Skills (Necessary):

•Combination of Operational and Strategic Mindset - extremely strong in prioritizing and solving issues throughout a matrix organization

•Ability to execute, work and create momentum for change within the organization
